You cannot get free ebooks from amazon.com from India. It redirects to amazon.in Even if you make it go to amazon.com, it detects that you are outside the US based on your IP address I presume. I know this because I tried using my amazon.com account for downloading some free ebooks while I was in India for an assignment.

It seems that this is country specific. We do not have local Amazon domain and I ma using Amazon.com. i am able to get most of the books including free ones.
